James Clark

Deputy Assistant Secretary for Federal Finance

James Clark currently serves at the US Department of the Treasury as the deputy assistant secretary for federal finance. In this capacity, he is responsible for overseeing the office of debt management, which is the policy arm of the department that is responsible for funding the US government and setting both the short and longer-term Treasury issuance strategies. Before his appointment, he worked at the Federal Reserve Bank of New York (FRBNY) where he served in a number of different capacities, including the head of mortgage analytics and the FRBNY liaison to the US Treasury. James earned his masters degree from Johns Hopkins University-SAIS and his bachelors degree from The London School of Economics and Political Science. He is also a CFA charterholder.
