Thomas Lubeck

Thomas Lubeck, a US citizen, joined the IFC in 1997 as part of the Europe II Capital Markets Department where he worked on financial markets investments in the former Soviet Union. In 2000 he moved to the South Asia Department where he led several successful financial markets equity investments in India and Sri Lanka. He also worked on the IFC's first Indian Rupee A loan, structured using cross currency swaps to increase mortgage lending in rural Tamil Nadu, India. From 2009 to 2014 Thomas was regional manager for the South Caucasus, based in Tbilisi, overseeing IFC activity in Armenia, Azerbaijan and Georgia. During that period Thomas played a key role in supporting the IFC's investment and advisory work in developing Georgia's significant hydropower potential and oversaw significant increases in IFC investments in Armenia. In his new role of regional manager for the Western Balkans, Thomas is responsible for developing and executing the IFC’s regional strategy in the Western Balkans. This includes country responsibilities for Serbia, Croatia, Kosovo, Albania, Macedonia, Montenegro, Bosnia and Herzegovina and Slovenia. He is based in Belgrade and holds a masters in accountancy from George Washington University.
