CEE 2019: When will CEE bonds turn green?

With notable exceptions such as Poland and Lietuvos Energija the CEE region has lagged behind the $400bn green bond market. Is this a lack of investor demand? Or not enough need for funding? How will this change as the EU moves towards hard incentives to encourage the green bond market?
