Anne Leclercq is the director of treasury and capital markets at the Belgian Debt Agency in Belgium. Anne is responsible for defining the financing strategy, managing the annual funding program in capital and derivatives markets and carrying out the cash management operations. Anne is also in charge of the relationships with market participants, banks, peers and international institutions. Since 2013 Anne has been chairing the EFC-subcommittee on EU sovereign debt markets (ESDM). This committee is mandated to discuss issues related to the efficient functioning of the EU’s government debt markets and to contribute to the preparation of EFC common positions on regulatory issues which significantly impact on sovereign debt markets. Anne is also a member of the Steering Committee of the Public Sector Issuer Forum (PSIF) and of various OECD working groups on debt management. Before joining the Belgian Debt Agency, Anne held various positions in the treasury and capital market departments of major banks both in Brussels and abroad. Anne holds a law degree from the University of Leuven and an MBA from Vlerick Business School, Ghent University, in Belgium
