Jo Whelan’s career has focused on public policy issues around, and the design and delivery of core government functions in, financial markets. She has been involved in sovereign debt management since the late 1990’s and is deputy chief executive at the UK Debt Management Office since 2000. Initially joining the HM Treasury project team to set up the then new UK Debt Management Office in 1998, she then led the design and delivery of a new cash management function for the UK government – launched in 2000 and integrated into the DMO. Jo was closely involved in government’s response to the global financial crisis and was honoured with a CBE in 2014 for services to public finance. Before the DMO, Jo held a number of positions at the Bank of England. These included: working on the public policy parameters for trading venues; optimal design frameworks for settlement and collateral management systems; a review for government of regulation of the financial services industry; and leading the strategic and tactical allocation of the UK’s Official Reserves. Jo is an alumna of the University of Cambridge.
