Francesco Fini is head of the EU sanctions policy division at the European External Action Service. In this capacity, he is in charge of the preparation and negotiation of all EU sanctions regimes. He has been responsible for the high level negotiation on sanctions on the Iran nuclear issue and he is now in charge of the implementation of the sanctions elements of the agreement. Before that, from 2005 to 2008, he dealt with external aspects of the fight against terrorism. He started his career at the European Commission in 1999 in the Secretariat General where he was in charge of coordinating the preparation of the Foreign Affairs and ECOFIN Councils as well as of the European Council. From 1997 to 1999, Francesco Fini was also an adviser for economic and social affairs to former Commission President Jacques Delors. He has a masters degree in European economics from the College of Europe in Bruges and a finance and economics degree from the Solvay Business School (ULB) in Brussels.
