Agnieszka Tułodziecka has specialised in law, finance, banking and real estate collateral throughout her career. She graduated from the faculty of law at the University of Warsaw, was a scholar at the University of Tübingen, and holds a doctorate from the Jagiellonian University (covered bond, financial law). She is a graduate of numerous courses in the United States and Germany, and a co-founder of, and until 2010 lecturer at, the postgraduate course in mortgage banking and real estate market at the department of economics of the University of Warsaw. Since 1997, she has been the president of the Polish Mortgage Credit Foundation - an expert institution representing mortgage business and covered bond issuers in Poland, acting for the implementation of the legal and financial infrastructure in Poland, enabling the financing of housing, commercial and public investment on the basis of long-term mortgage and refinancing of capital market instruments. Since 2001, she has been a lecturer and representative of the Polish mortgage market in Brussels, including at the EMF and international expert groups of the vdp. She is the publisher and editor-in-chief of Zeszyt Hipoteczny. In her 15 years of involvement with policy making, Dr Tułodziecka has been a co-author or an expert involved in several pieces of legislation, including: the  Bank Guarantee Fund Act; the Act on Mortgage Bonds and Mortgage Banks; the law on developers financing; and numerous other mortgage laws. She is the author and co-author of many scientific and practical publications, including Commentary on the Law on Mortgage Bonds and Mortgage Banks - Wydawnictwo Prawnicze and The value of the real estate mortgage lending, experience, methodology, collateral - C.H. Beck, Commentary on the Law on Land and Mortgages.
