As deputy director general of the Southeast Asia and Pacific Department of the Japan International Cooperation Agency (JICA), Dr Muto develops and manages the portfolio of JICA covering the Philippines and the Pacific Islands. She has led many innovative projects and programmes in the area of development finance through her career in the Overseas Economic Cooperation Fund (OECF), Japan Bank for International Cooperation (JBIC) and JICA.  Her area of expertise ranges from infrastructure financing, impact evaluation to disaster risk finance. Her most recent innovation is the Philippines-Japan Seminar Series on Economic Policy where leading academics and policy makers from both sides exchange about the most current topics in policy making, including the topics of energy regulation and PPP.  During her time at the research arm under JBIC and JICA, she has written and published extensively on the impact of infrastructure on households and firms (Indonesia, Uganda, Tanzania), policy coherence on investment climate (Thailand, Vietnam and China) and impact of climate change on Asian megacities (Philippines). After her BA in economics from Keio University, she has completed master of public and international affairs at Princeton University, and PhD in development economics at the National Graduate Institute for Policy Studies (GRIPS) in Japan.
