Mr Halim Salleh is the senior vice president, head of treasury and capital markets responsible for the funding, liquidity management and investment operations for Cagamas Berhad, the country’s largest private debt securities issuer, after the Government of Malaysia. He was instrumental in the company’s recently established multi currency EMTN programme and its inaugural 1.5bn offshore Renminbi issuance; the largest RMB bond in Southeast Asia to-date and the first RMB bond in the world by a mortgage corporation. Subsequently, he successfully spearheaded the company’s debut benchmark issuance in Hong Kong Dollar and US Dollar in late 2014. In the local front, he co-pioneered the establishment of the company RM60bn 40-year CP MTN programme, the largest funding programme of its kind in the ASEAN region (2007) and the longest-tenured programme in Malaysia. The Islamic sukuk raised through the programme achieved many breakthroughs for capital market transactions in Malaysia and beyond; garnering a number of impressive awards and accolades over the past years including the country's largest sukuk commodity Murabahah issuance amounting to RM4.2bn in 2013. Halim has over 20 years of professional experience primarily in the treasury and investment field.
