William Liu



William Liu is a partner and head of Asia capital markets of Linklaters. He has significant experience in a wide range of equity, debt and equity-linked transactions in the Greater China region.  William regularly advises PRC Ministry of Finance, People's Bank of China, and leading PRC financial institutions including the three policy banks, the big five state-owned commercial banks and the big four state-owned asset management companies on their international offerings, many of which were the "first" of their kind. He has also advised on international issuances by leading PRC corporates including State Grid, Southern Grid, CGNPC, Ping An, Vanke, China Overseas, Greenland, R&F and Gemdale. In relation to RMB issues he advised on the high profile panda bond issuances by many institutions including the Republic of Korea, Standard Chartered Bank, CITIC Bank International and Huarong International; and the CNH issues under the GMTNs of World Bank, IFC and EBRD. He also worked on capital issuances by many corporates including Huarong, CCCC, Tai Ping Insurance. He recently advised on the fixed-for-life senior perpetual securities offerings by CK Property, SHK Property, Nan Fung and Road King. William is named as a leading individual for debt capital markets in Chambers (Tier I), IFLR1000 and Legal 500 Asia Pacific. He was awarded the Most Innovative Lawyer by Financial Times in 2014 in recognition of his contribution to the internationalization of RMB, the first lawyer in the Asian Pacific region to receive this honour.
