Euromoney’s Kuwait Conference: Financing Development, Developing Finance was a great success. The conference brought together 300 financiers, policymakers and investors to explore the opportunities created by Kuwait’s new global strategy for growth and economic development.

Finance Minister, H.E. Dr. Mustafa Jassem Al-Shimali, delivered the opening keynote address and re-affirmed the Government’s commitment to realizing its ambitious National Development Plan, committing the necessary public funds at the same time as encouraging the private sector to play a wider role. Governor of the Central Bank of Kuwait, H.E. Sheikh Salem AbdulAziz Al-Sabah, followed on from the Finance Minister by expanding on the importance of a sound and stable banking sector to the country’s hopes for economic development. The third keynote speaker, Adel Al-Roumi of the Partnerships Technical Bureau, updated our audience of investors and financiers on the development of the Government’s PPP programme and the latest tenders on offer to international investors.

Panels followed focusing on: the project finance options in Kuwait; the health of the banking sector and the banks’ funding options; Kuwait in the international capital markets; the development of a deeper bond market in Kuwait; the state of the global economy and how that effects Kuwait; and the regional experience in developing and financing development plans. Overall, participants were relatively positive about the outlook for Kuwait, but stressed the need for: the Government to develop a benchmark for the bond market; the importance of having a clear, distinct message to attract foreign capital; the need for improved regulation, perhaps to come from the new Capital Markets Authority; and the urgent need for private sector development and job creation.
