The Euromoney/ECBC/EBRD CEE Covered Bond Forum

On Tuesday 10 May, the inaugural Euromoney/ECBC/EBRD CEE Covered Bond Forum launched at The Marriott Grosvenor Square in London. Taking place the day before the EBRD’s Annual General Meeting, issuers, investors, policy makers, regulators and intermediaries from 20 countries, gathered to discuss the central and eastern European covered bond market and the potential it offers.

The event opened with a keynote address from Philip Bennett, First Vice President and Chief Operating Officer at the EBRD, who discussed the work that the EBRD has undertaken to highlight the strategic importance of covered bonds as a long-term funding tool in the CEE, and shared his perspectives on covered bonds as a catalyst for the development of local capital markets.

The day continued with a number of lively panel discussions focusing on the emergence of the CEE covered bond market, designing a covered bond framework in the CEE, and ratings and other investor needs. Three workshops dedicated to Poland, Turkey and Romania welcomed issuers from PKO Hipoteczny, mBank, Sekerbank, Vakifbank and Raiffeisen Bank Romania providing valuable insight into the covered bond market in these jurisdictions.

To end the day, investors from BlackRock, Pimco and ING DiBa all contributed their perspectives on topics including: conditional pass throughs; the exemption of covered bonds from bail-ins; and whether covered bonds issued from a country could ever survive the failure of the government.
